Ocean renewable energy offers opportunity to both grow our economy and secure a clean energy future for the U.S., particularly on the West Coast of the U.S.  As an emerging industry, however, there is some uncertainty about the development of ocean renewables.  To reduce uncertainty and improve decision-making related to siting ocean renewables, it is important that developers, policy makers, and stakeholders have a strong understanding of the various regulatory, management and planning processes, as well as sound data to inform these processes.  The Planning and Assessment Framework provides information about and to support these processes. It is organized into the following topic areas: 

Regulatory & Permitting Processes

Description of the relevant regulatory and permitting processes and how they apply to ocean renewables.

Environmental Baseline

Information and data about environmental resources and their present conditions.

Management Approaches

Information about various management approaches used to support decision-making related to ocean renewables.  

Environmental Effects

Information and data about potential effects of ocean renewables to environmental resources.

Marine Spatial Planning

Information about spatial use planning and the relevance to ocean renewables.

Socioeconomics

Information and data about socioeconomic resources potential effects of ocean renewables to these resources.

Phased Development

Description of an incremental development approach and key elements of its implementation.

*Note: While much of the Framework is complete, some content is subject to change as the industry advances.  In addition, some sections may be updated in the future to include other ocean renewables, such as offshore wind.  Each section of the Framework notes the type ocean renewable energy to which it applies.  Please see About the Frameworks for more information about this content.

This Framework is intended to facilitate a better understanding of how the regulatory and planning processes work and what information and data are needed to implement those processes.
